Most het men probably expect that their partner will be shorter than them,(or don't think about it at all),
so being short is not an obstacle for a woman.
The attractiveness of being chubby depends on a man's taste. Some prefer it.
Too much weight is unhealthy. Unless you have a specific medical problem (which could be dealt with by a specialist), losing weight is a matter of educating yourself and changing your lifestyle habits.
But looks are only about first impressions and impulses.

The deeper thing is that one comes to love the looks of whomever one loves.
That happens by getting out and meeting people regularly through shared interests - classes, hobbies, community groups, etc.

Start by loving yourself. Love yourself the way an ideal mother would, tenderly, affectionately, but also taking daily care of your needs and teaching you what you need to know in order to succeed in your goals.
When a woman loves herself, she exudes confidence, happiness, good health and light but self-contained energy.
That is magnetic to others - and then you need good boundaries.
