Do you think children are ever a burden to society?

They dont pay taxes are exempt from certain laws are a net cost to society. Require babysitting nutrition management healthcare etc. Whether or not children bring their family community and society some or any comfort and benefit, arent children more costly than profitable? Thus a burden to society overall.
