How can we ever hope to be able to stop violence in the general population, when we can't even stop people from hitting their kids?
if we can't stop these minor offenses against people who can't defend themselves, how can we prevent any major ones?

How do you propose to teach children to have respect if parents etc are banned by law from hitting?
