How can we ever hope to be able to stop violence in the general population, when we can't even stop people from hitting their kids?

if we can't stop these minor offenses against people who can't defend themselves, how can we prevent any major ones?

There's no will to punish evil anymore. It's all "acceptance of differences" and "toleration".

@Alyosha Virtues are high moral standards but who determines what those standards are.
I'm not naive I look at reality and my own personal convictions.

@Alyosha hitting a kid isn't a difference. It's an attrocity by default. One of the many attrocities done in the name of love, the law, discipline, God even. It doesn't matter even if people's hearts are in the right place, when their hands are in all the wrong places.
