Let's say you run bank and I have a mortgage on my house through you.
You personally want me to paint my house because you think it would make the neighborhood look nicer. You have told me you would like this. But there has been no contractual obligation.
I am then unable to make a payment on my mortgage. You inform me that if I fail to make a minimum payment you will have to start the foreclosure process.
I then go running to the media to tell them you are foreclosing on me because I won't paint my house.

That scenario is analogous to what is happening now.
Democrats (may) have previously expressed a desire for Medicaid to be expanded to cover non-citizens. This was not made into law.
Democrats are refusing to agree to the current budget bill due to cuts to the existing Medicaid and other health related programs.
Democrats have agreed to vote for the budget bill if provisions are added to continue the operation of health care programs as they exist.
Republicans are claiming that Democrats are trying to add new provisions to our health care programs in order to avoid government shutdown.

Democrats may want to cover non-citizens in the health programs but they are not requesting such a change as part of their demands for passing the budget bill. Unrelated statements are being linked in ways that manipulate the truth in order to slander the Democrat demands regarding the budget bill.
