I went tubing once. If I recall, I put stuff in a small plastic kitchen container, sealed it, then put it in a plastic bag, tied it shut, then tied it to the tube handle. If it falls out, it floats. And keeps contents dry.
Cans of beer and soda will float, too, due to the carbonation.
I just went rafting in Colorado yesterday. I wore a life jacket, helmet, and had a waterproof pack attached with my stuff in it (phone, snacks, etc.) I don't think I needed to bring any more than that.
@WowwGirl it's processing it's demise should have taken the offer, it's scripted savior wasn't a guarantee, the original design didn't require that sacrifice as that had sustainability
