What allows you to send messages or make posts?

I feel that if I send one private message I get stopped from sending more and it says I hav to wait why does it even do that? and how long I have to wait???

Because you are a newbie, and the odds are you are either a bot, underaged (given the time of year) or an alt...so the site limits you for a period of time. And if people have their account settings set to prevent random messages from unknown people, it is held in limbo until they reply, if they ever do.
