I occasionally look at The Guardian to see what's happening in the world.

Just now I came across this from Ben Carson who might be US vice president if Trump is elected.:

“What is needed is legislation that guarantees the right to life for all American citizens, including those still in the womb. Therefore, we must be boldly vocal about saving our fellow human beings through the legislative process. They are counting on us!”

Now, just for a moment ignore the ant-abortion part and concentrate instead on

legislation that guarantees the right to life for all American citizens, including those still in the womb.

Is an unborn a citizen? What are the temporal limits on citizenship and personhood?
