If Trump's executive order to save TikTok isn't actually legal, who would challenge it in court?

I doubt Musk or Zuckerberg are going to make much of a fuss. They want to stay in the good books of both Trump and China. I can't imagine any politician could match the legal funds TikTok would throw at a fight. So who?
