Why not just ask him out for a cup of coffee? Confessing that you “like him” or are “head over heels for him” right out of the gate just seems awkward, especially if you don’t interact with him much.
Friendship first, and take your time. Who knows, you might find out he’s a total bag of dicks. And for the love of god, stop worrying about what everybody else will think. Honesty, nobody gives a fuck about your dating drama… they only care about themselves. That might sound cold and mean, but it’s the truth.
