For a while schools were reluctant to use paddling or swats because minority kids seemed to be disproportionately getting it. But I think now, where it is used, even the students support it and almost all parents sign the permission form at the beginning of the year.
But where it is used, it is popular and the number of swats is controlled and so is the construction of the paddle. The effect of these restrictions is to limit the potential abuse without limiting the embarrassment and social aura that accompanies a paddling. If a student isn't bothered by the reputation of having been sentenced to swats, the swats themselves are not likely to deter either. In effect, having all these limitations keeps swats without permitting any serious physical harm. From what I have heard, where it exists, it works and is supported by both parents and students.
