Is it fishy for a 17 year old girl to wanna date a 14 year old boy?

My cousin is only 14 and got a date with a 17 year old high school senior girl.

@cecile I can't speak for the responder @smiler2012 but I think he is referring to the fact that there is implied impetus regarding the 17 year old.. that they are 'wanting' to date the 14 year old..
