Yes and it is only natural, nothing perverted about it or to be ashamed of. The human female body is designed by nature to be attractive to the male and that includes the breasts, so yes guys are going to notice when they move as a woman walks, and even if it doesn't cause sexual excitement (which it doesn't most of the time), it is enjoyable to see.
