Not everyone gives out hope with the intention of giving it, and we shouldn't cling to it so quickly anyway.

Most of what people say or do are just spur of the moment, it's kind of sad, but we need to remind ourselves of that often.. it could save us a lot of heartache.

Well, some people like playing with others. For them, it's a way to experience power. They don't care how much they might hurt someone. One very direct expression of this mindset is the personality of a bully. Other expressions are more subtle than that.

It does. Sometimes they aren't doing that. It's the story we choose to belong to because it gives us some control.
Sometimes they are indeed doing it, and it's their way to preserve control over their lives, to never give in completely. Or they are sadistic and it is pleasurable for them to break you, or they didn't do it intentionally, or it helps them with their self esteem..so many reasons.
There isn't more to be said.
