It does. Sometimes they aren't doing that. It's the story we choose to belong to because it gives us some control.
Sometimes they are indeed doing it, and it's their way to preserve control over their lives, to never give in completely. Or they are sadistic and it is pleasurable for them to break you, or they didn't do it intentionally, or it helps them with their self esteem..so many reasons.
There isn't more to be said.
