"In love" to me sounds like something you feel. It seems temporary.
"Loving someone" implies caring for someone. I guess because it's more of a verb.
I think a lot more than this is required to maintain a long-lasting relationship - understanding, communication and compromise... I guess I'd have to pick the former - loving someone enough that you want to do all of that, to work for it to last.

You can love someone, care about them but not be in love. If you're in love, you really want to be with them, think about them romantically.
In the latter you're with them I presume

You can love someone without having romantic feelings, but I don't think you can be 'in love' without romantic feelings. And I think a combination of both is necessary for the long haul.
