Ideally you should be able to talk to him about it and he'd want to find a compromise where he'd spend just a set amount of time on it then the rest with you. If he still can't give you his full attention as he keeps thinking about his phone then that would suggest a bigger issue.

The odd time I might get a works text message to say something has changed for tomorrow. But never get work emails at night.is he the boss if so maybe people need to know stuff for the next day if it's a shift work thing

Sounds like you need to find a diversion. Maybe a crafts class, exercising or something of the sort to get you out of the house. Make sure you are not at his call.
