So, do you think this is weird?

You're in a public restroom, using the toilet. Someone comes into the restroom. They don't use the urinals or anything else. They just wait outside the stall, tapping on things and muttering to themselves. When I leave the stall, I'm barely out before the dude shoves his way in.

So, weird? OK, just me, then.

Maybe the guy is shy, doesn't want someone to see his pecker so can't use the urinal.
Maybe he doesn't have a pecker anymore, or never did have one.
Maybe he needs to retrieve the hidden camera you didn't notice.
Maybe he ran in to lick the toilet bowl while it was still warm.

@Axelerator There are other restrooms in the building. And even if he were just waiting, I found all the passive-aggressive muttering and noise making to be disturbing.
