Nationality and race are different things so i dont think so. I think they would have to have been evolved from mars to be a maritan otherwise you are just another earthling.

I think of it as the reverse; planetary identity put on someone as a means of identify for where they came out. hasn't been an issue yet (well, except at a continent/country scale) since as far as we know all humans ... I think. have been earth based.
I guess we could send some pregnant women up to iss to have kids so any future martians won't feel as alone or boundary breaking.
