I believe it is especially if they are doing something like removing black mold from bathrooms. That happened in an apartment complex where I used to live and they had to have the residents move to another apartment.

a friend of mine her apt complex made them move around apts a few years ago as they were renovating but they didnt make them move back

It depends on where you live. Most states have Tenant/Landlord services where you can ask about the laws where you are.
