Is there a way to get someone their birth certificate?

i know this lady in my area thats been homeless for yrs, cause her mother wont send her her birth certificate, are others allowed to get it for her, or is that illegal? ive thought of doing that but dont want to do something illegal but she cant even get an id to get a place unless she has that. i cant take her in cause im in an apt building and we'll both get thrown out, any suggestions, it gets cold here in the wintertime

Social workers know how to do that. They have them here trying to help the homeless to keep them from camping outside so they can get on a housing waiting list and other things but probably 40% of them are not wanting to cooperate in getting permanent housing or even getting their documents.
