Is there a way to get someone their birth certificate?

i know this lady in my area thats been homeless for yrs, cause her mother wont send her her birth certificate, are others allowed to get it for her, or is that illegal? ive thought of doing that but dont want to do something illegal but she cant even get an id to get a place unless she has that. i cant take her in cause im in an apt building and we'll both get thrown out, any suggestions, it gets cold here in the wintertime

This is such a kind act... well done.. I think there maybe a few ways, but since Im not American I might be wring about it..

1. Online

2. Some NGO's might help..

3. the county courthouse of where she was born...

4. The hospital that she was born in might be able to help...

@Soossie I still have my threadbare original that employers don't know what to do with since there's no code or serial number on it.

Eventually they take it. Fewer codes etc can only be good

@Soossie No way. I still have my original SS card. My sister's number is sequential to mine even though she's 2 years older. Obviously my dad applied for us both at the same time
