How do people find people they need to find?

Ive been on ancestry.com and one of the relatives i recently found said that she had a twin sister stolen at birth. I want to try to give her ideas on how to find her but dont know who helps with that, shes hoping her sister will go on there and they can find each other that way. any ideas of what agencies can help people find people like that?

Use one of those DNA ancestry kits.
It will tell you who you are related to in a specific city within a certain percentage of accuracy. As long as both of you have taken the test.

That would be a good start.
