how does a homeless person get off the streets if they dont have their birthcertificate?

Im not the one homeless, but someone i know has been homeless for yrs where i live, this girl told me she cant get a birth certificate, she was born in another state, i think her mother wont sent her one for some reason, and because of that she cant get an id either to get help to get a place, just wondered if theres a solution to that problem, i hate to see her like that but in my apt building we're not allowed to take in the homeless. any solutions to that so i can tell her how to do it? im not even sure i could get it for her cause i dont want to do anything illegal, any suggestions?
These are the steps in my state. The process may be comparable where you are:

Each person can only get one birth record per application

Requests for birth certificates can be made by a homeless person (on behalf of themselves, or by any person lawfully entitled to request record of birth on behalf of a homeless person), child or youth — (who can verify their status as homeless)

A homeless service provider must provide verification through completion of the affidavit

She can contact the registrar's office, of the county and state she was born in to request one... but she'll need to see a notary, and she'll need an id.
Damn, that's hard.
Her mom should really help her out.

Dont call her homless, look up a job on the internet and say your having a cousin stay with you for a bit. Or just say nothing at all until someone says something. Then say that.
Somehow I doubt lack of a birth certificate is the problem. Lack of money, on the other hand, can be a serious impediment.
I really am not familiar with your registration system but I really appreciate your kind heart..

Homeless shelters can help.
There are programs and organizations that help with this.
