Are there guidelines on the state website where your sister died?
I'm in the UK and a close friend of mine died recently. They were very strict on the number of people who could attend (17 in all) therefore only close family were there, so close communication is needed.
All the information was clearly stated on government/church/crematorium websites.

So sorry.
Sadly, I have been to a wake. They socially distance, with masks. That was last July.
Other people are postponing services.
