How should cartel people and terrorists be dealt with?

You may not like my answer.

Innocent until proven guilty.
Got evidence of a crime?
Make an arrest....allow them due process...bring forth charges in a court of law...present the evidence...if found guilty by a judge or jury, then prosecute them to the fullest extent of the law....if Innocent, release them.

We have the Rule of Law and the Constitution in this country.

Sadly, we have a legal system, and not a justice system in the USA.

We all know that the law is not equally applied to all.
