Had an old uniden bearcat years ago that would pick up just about anything; fire, police, rescue, air traffic, even wireless home phones (the analog days before they started encrypting everything)
some of us on fire depts. had "modded" radios that could decrypt and transmit on law enforcement band (led to all kinds of shenanigans until they started requiring identifiers on two ways)
of course, you could do the same with CB radios amplified beyond the 4 watt legal limit. Buddy of mine had a 500 watt linear that could key over local radio station if he was parked near the tower

There's real Police Scanner apps on the Google Play Store.. but only one of them that has the police from my town on it... But it's free with ads and I've used it before

I think they are pretty complicated now, have to be computerized.
Never had one, but some GPS apps let users let other users know when they have spited a cop
Police communications are encrypted now, so a police scanner is impossible.
Being in security for seven years, I had a coworker that was retired law enforcement that had onr he brought into work with him every shift, it always sounded garbled to me.
