That's the wrong question.

The right question is this: is vaccination safer than facing the infection unprotected? And every vaccine trial tests that question.

In the US during Covid, at least a dozen vaccines were developed and only three survived all three phases of testing (Operation Warp Speed funded five candidates; only two passed trials; the third, Pfizer, was developed without OWS).

In general, in the US, less than 30% of new drugs and treatments that enter phase 3 trials are eventually approved and authorized by the FDA for use.
