Depends on the substance. When I used to smoke a lot of weed, I was very quiet.

The less sober I am, the less my antisocial mask works. So when I reach a lvl of tipsy as fuck / slightly drunk, I will talk your ears off. Especially if we're on the phone, you won't get a word in 🙈

You don't even have to get loud. Here's a cautionary post I saw some time back:

Alcohol said "[i]Put that on Facebook, it's hilarious[/i]"
But Alcohol was wrong.
Very wrong.

They lower inhibitions.
