Why is this dudes comments always hidden?

I haven't muted or blocked him, and his comments are always tame, never abusive, always pretty polite, no NSFW words, etc

and he seems pretty chill

I asked a guy that once that had the same thing on his comments. He said the site blocked him before for a post and when let back on they hide his comments still. Stupid, I think. When does your punishment end?
