It's corrupt and morally indefensible, but then so will be many of the tax breaks he eventually awards his wealthiest supporters.

At least with this "compensation" scheme most of the recipients are likely to spend the money quickly on wine, women and song, so the taxpayer will be able to reclaim some of their largesse.
