No-one knew what these characters were up to until caught, so had to assume the worst.
Thefts of equipment and fuel from farms and building-sites are a serious problem so it is right they were caught.
Messrs. Trump and Rubio were talking utter rubbish simply because they did not know anything other than five men had been arrested for acting suspiciously near an air base used by the USAAF; but spouted off before the quintet's actions had been identified.

@sunsporter1649 No. Fuel thieves go for easy targets like farm machinery and private cars using easily-sold fuel; not heavily guarded aircraft fuelled by paraffin! :)
