Is there anybody in the US that are now getting their prescriptions for free thanks to Trump?

Trump is once again claiming that he has lowerd the cost of prescription drugs by 200% - 400% - 600% - 800% which is impossible. But this time Trump added that depending on how the question is asked - it is possible. Not sure how a question is asked...
