I don't know what's happening with it - I think Trump has used it as a threat mechanism.

ie. you join my anti United Nations BoP and I will go less hard on your country's exports with tariffs. Or some sort of similar narrative.

It doesn't really matter. He already collected $1B a piece from Kuwait, Saudi, Bahrain, UAE. Israel got to be a member, but it didn't have to pay. The money seems to be going to the Kushner Gaza condos fund.
