Why shouldn’t the USSR be denounced on the grounds of being a dictatorship?

Any government that throws people in jail for verbally disagreeing with the government is clearly too fragile of a group to represent a world power.

1) the USSR doesn't exist anymore
2) we're presently sanctioning them for invading another nation, we've previously sanctioned them for annexing party of said country, and they've been denounced a few times for poisoning and assassinating journalists.

I'm not sure they'll really care at this point.
@ViciDraco I feel like at this point, we should be painting the word "SANCTION" on a batch of stinger missiles.
