No. The Monroe doctrine led to some of the worst atrocities. Hell because of it the US literally create a fascist dictator school now in Fort Benning, GA.

And Trump seems to make the never version even bloodier.

Trump stated that "American dominance in the Western hemisphere will never be questioned again".

As most of Western Europe is now preparing for a defence strategy without America, I would say that part of the "doctrine" has failed quite spectacularly.
