By longstanding international practice as well as confirmed by the International Court of Justice*, sitting heads of state (and heads of government and foreign ministers) have absolute diplomatic immunity. This applies to Maduro (whom tRump had kidnapped and imprisoned) as well as the late Ayatollah.
Since tRump has abandoned this principle, it's not too surprising that Iran has declared him fair game and put a price on his head. Doesn't necessarily make it right, but it's a predictable consequence of tRump's actions.
P.S. Isn't it ironic that the news about Iran targeting tRump leaked on the same week that the news that tRump's refurbished Qatari Air Force One lacked the (unspecified) key defensive countermeasures of older Air Force One planes.

With the Iranian threats in the air, that means tRump can't safely fly on the Qatari plane! tRump took the Qatari plane last week to fly to Turkey for a two-day Nato summit, but had to return home in the old Air Force One.

I was thinking that Trump is so hell bent on death and destruction that he might stage an assassination attempt. Then the WH will claim Trump was seriously injured and in a coma so Vance is in temporarily charge. Then Vance will order a revenge nuking on Iran. Then after the smoke clears Trump will rise and claim it is a miracle he is alive. That way Trump can blame the nuking on Vance. Cheers and happy weekend!
