As a politician wouldnt you want less people to vote?

More voters means you have to convince more people that your right. People are diverse though with different needs which means you would have to make more promises to more issues.

If only 3 people voted you only have to convince 2 people to win.

Depends on the politician's position. Is he incumbent? Then yes, the fewer people who vote, the better for him. Is he a challenger, or part of a crowd of contenders? Then he wants as many people to vote as possible, either for him or for multiple candidates running ahead of him to split the vote, mostly likely in a primary.
