It absolutely would have made a big difference!
There are plenty of times when those body cams absolve the LEO and plenty of times they don’t.
Either way, Justice is served and mistrust is lessened.

In a free, fair and just society all law enforcement of any kind (except undercover) should be required to wear and use body cams. That way these instances of innocent citizen getting gunned down in cold blood might not happen. They basically attacked this US citizen's vehicle, harassing and scaring the hell out of her before she tried to flee her attackers.
Many "excessive force" experts said that this was totally unwarranted, completely unnecessary and against the teachings that normal law enforcement are taught during their training. They are trained to back away from these situations to avoid exactly what happened!!!
This is what happens when you hire a bunch of untrained, trigger happy, gun nuts that aren't concerned with anyone's Constitutional Rights!!!!

@Rabbit420 Well said and exactly correct!
And honest, hardworking LEO’s have absolutely no problem with wearing a body camera because, as often as not, it helps establish their innocence and the circumstances.

Every law enforcement person carrying deadly force needs a functioning camera.
Regardless, here is the 110 page ICE Firearms and Use of Force Handbook

Also, Department of Homeland Security (DHS) guidance—specifically, 2014 ICE/Border Patrol use-of-force policies—
Note that the ICE guy didn't begin firing his weapon until he was out of the path of the vehicle. He shot a fleeing "suspect." That's in direct contravention of ICE rules, not to mention common sense.

4) Deadly force is not authorized solely to prevent the escape of a fleeing suspect. Deadly force against a fleeing subject is only authorized if there is probable cause to believe that the escape of the suspect would pose an imminent danger of death or serious bodily injury to the officer or another person.
Also, Department of Homeland Security (DHS) guidance—specifically, 2014 ICE/Border Patrol use-of-force policies—
“It should be recognized that a half-ounce (200-grain) bullet is unlikely to stop a 4,000-pound moving vehicle, and if the driver … is disabled by a bullet, the vehicle will become a totally unguided threat,” it says. “Obviously, shooting at a moving vehicle can pose a risk to bystanders including other agents.”

KunsanVeteran · M
@FreddieUK …they are already trying to go the “qualified immunity” route—I doubt the Governor will fall for it!
FreddieUK · 70-79, M
@KunsanVeteran Listening to him yesterday, I agree with you.

From the videos I have seen, If I was on a jury I see enough to convict of first degree murder.
KunsanVeteran · M
@FreddieUK I posted a Medias Touch video yesterday where Glenn delves into Federal vs State. I trust the Mayor and Governor to pursue this.
trollslayer · 46-50, M
@KunsanVeteran he had a second to know what he was doing.

@trollslayer I’m not making excuses for him, but it doesn’t meet the threshold for 1st degree. I doubt it meets the threshold for 2nd degree.
It clearly does for manslaughter.

@markinkansas I have long since stopped trying to grade or rank MAGAs by deplorability—it’s a pointless exercise. At their level, there is no lesser of two evils!

Unfortunately they have too because the people they are arresting are very good at lying and have no feeling of guilt about doing it.
