Does Trump and by inference the us administration have any authority out of USA or us territories?

Can Trump or any other us official from government or military walk up to a random person in another country and give them orders to submit to the political will of the USA?

Last month Trump ordered Canada not to tax US tech corporations and they obeyed. Everyone else here but me denies it, so, what about you?
I tried to talk about it But the team was against the facts. No Trump never, according to the team - everyone.
Then there's ordering Iran not to use nuclear medicine.
And ordering everyone not to trade with Russia. And so on.
Only I know these facts, according to the crowd. Only I understand that they have only obeyed.
Nothing ever not knowing, just shhhh!
