IMO these countries that as Trump says, have been ripping the U. S. off tariff wise.
And the fact is, it is very likely unless you really follow economics and tariffs, it is not something that you dwell on or even realize that you may in fact be paying higher prices because of other countries’ tariffs on American goods.
Trump has brought the issue to the forefront and if what he has alleged is true then he took the road less traveled and acted. Ergo-he shocked those nations that have imposed higher tariffs on the U.S. than we did on them.

@beermeplease Why’d he sign off? I can’t s say why , but I would think, given his allegations of unfair actions as tariffs were being levied in a way he saw as unfair, he retaliated and imposed the tariffs. But at the time of the signing, everything I’m guessing was “ fair,” and no issues were looming.

(1) the Democrats are totally focused on obstructing Trump, regardless of what he does.
(2) Drawing attention to tariffs will likely draw too much attention to why so many tariffs serve the best interest of foreign companies rather than the American people; or serve the best interst of US companies who have outsourced their manufacturing to foreign lands; and whether that's because of collusion between elected officials or bureaucrats who may be financially benefiting from that imbalance. There are about 13,000 lobbyist in Washington, some of which represent foreign companies and some of which are there offering favors to politicians who can slant trade deals to favor their client rather than the American people.

Reciprocal rates apparently are calculated based on how much trade deficit US carried with that country. Tariff they may be charging on US products isn’t an input

The problem isn't necessarily tariffs so much as their being applied with absolutely no thought whatsoever (or alternately, with a lot of thought but by very stupid people - anything is possible from this White House)
We can tell this is the case, when we look at the list of all the tariffs being imposed. They are not broken down by country, but by top-level domain name. (eg https://www.bbc.co.uk/news/articles/c5ypxnnyg7jo )
This is why islands which literally have no one living there and are populated entirely by penguins, eg the Heard and McDonald Islands, (.hm domain), and Diego Garcia (which is simply a military base on the British Indian Ocean Territory (.io)) are listed, as are Reunion (.re) and Gibraltar (.gi) which are listed separately from France and the UK.
They used a large language model (ie ChatGPT) to generate the list, didn't read it, and didn't notice the mistake because there is about as much human intelligence at work in the tariffs as there is permanently living on the H&M Islands.
