quotation marks only put emphasis on the sentence if you were referring to the government or trump HE or THEY would have been the proper way to State the sentence because when a person is reading a sentence and the word you is used in such fashion it indicates you are speaking directly to that person.

As far as digital currency, at this point in time it hasn't taken a strong position for currency but it is in the making. And the US government has considered it.

Eliminating money for a few decades has been on the minds of governments. Which makes cryptocurrency or bitcoin currency or some other computer generated currency to go to.
