Yes it does, having the right to vote means everything.

@SW-User Democracy has NOTHING to do with having the right to vote.
Earth to idiot. READ THE CONSTITUTION.
1. Nowhere in that document is the word "democracy" mentioned.
2. There is NO constitutional right to vote. You won't find it in ANY of the founding documents.
3. Voting is only mentioned by way of curbing GOVERNMENT POWER TO PREVENT VOTING.
4. The 12th Amendment is the first to mention voting to elect a president. It establishes the Electoral College. The 15th Amendment takes away government's right to forbid the vote of a person based on race or color. The 24th Amendment takes away government's right to require a poll tax on voters. The 26th Amendment takes away government's right to deny the vote to citizens 18 years old and up.
Those are the ONLY instances where individual voting is mentioned in the Constitution.

@Reason10 Lemme help you out here. Turns out the Constitution isn't the only place to find definitions!
noun: democracy
a system of government by the whole population or all the eligible members of a state, typically through elected representatives.
And, of course, elected representatives are a major feature of the government defined in the Constitution. Even though it doesn't use the word democracy, imagine that!!

Democracy is two wolves and a sheep deciding what's for dinner.
