Do you tend to focus more on the figure of a leader or on the ideology/system implemented by a country?

A leader's behaviour and actions count more, but that doesn't mean his figure is irrelevant. In my experience as somewhat of a political consultant, I would tell me clients you need to have both form and substance to have any relevance.
