There WERE people who worried about terrorists flying into a building and bring it down.

There's the Samuel Byck hijacking of Delta Air Lines Flight 523 in 1974 and his plot to crash into the White House in an attempt to assassinate Richard Nixon. He had murdered Maryland Aviation Administration policeman George Neal Ramsburg then fatally-wounded co-pilot Fred Jones and ordered pilot Reese (Doug) Loftin (who he also shot) to take off before the heroic delaying actions of a flight attendant and then by Anne Arundel County police officer Charles Troyer, who shot Byck through the door of the aircraft with a .357 Magnum revolver taken from the deceased Ramsburg.

There's the Air France Flight 8969 hijacking, which was a 1994 plot to crash into the Eiffel Tower.

And of course the FBI agent who wrote in a 2001 memo that he was afraid that Zacarias Moussaoui was going to hijack a jumbo jet over the Atlantic and "fly it into the World Trade Center."

So, sorry. There were people both in and out of govenment, in and out of the U.S., who had thought of that.

@beckyromero interestingly, i was heavily involved in disaster planning. No one mentioned those. Do you realize today is the anniversary of the attempt to bring down the Twin Towers with a truck bomb. I guess 30 years ago today, 1993.

We met after that to look at 'target hardening."we split into groups, each chose a target to work on. I insisted to my group, if I were a terrorist I would go after the twin towers. None of the state police, fbi members at the meeting mentioned any of those.
