I think that this is an intimidation tactic rather than a serious suggestion. By the time the train and arm people it could be too late anyway.

Also, there is no way that you want anti-war people in the army whose moral would be in any ways suspect. They will probably just disappear protest leaders and lock the rest up, as usual.
