Cubans not welcome in United States?

DHS secretary warns Cubans not to come to United States. He says you will not come to the US. While the southern border is wide open.
Could it be because most Cubans vote Republican?

I got the impression that he was more concerned about drowning deaths than about the way they vote...but it would certainly put a spotlight on all the ways Marxist regimes suck.
