When they work correctly (as designed), they are good for the environment as they are recyclable.

The issue (normally) is, that like the towels seen in the photo, they have not been serviced correctly. Usually because the company owning the facility doesn't think it is important......

They were part of a conspiracy
They were invented for the purpose of saving paper. Nobody thought about the consequences of giving a cloth loop to the general public.
