I think there is a repair function built into windows if you boot to safe mode. I believe it’s quite destructive for your installed apps tho - better backup. Google windows repair safe mode.

Unless there is a specific app that on only windows has, consider installing Linux... I'm running cinnamon mint on a 12 year old surface pro 3 and it's brilliant

Ah when Windows fk up like that the most painless way is always to reinstall it. Every other solution will st best be more complicated and time consuming, at worst causing more issues than it solves

go to system restore and remove that last update
