I think they become so engrossed in their chattering that they do not realise everyone else can hear them - let alone care about annoying their captive audience.
Daftest I have seen and heard was not in a quiet place but on a platform in a very noisy railway-station.
This was a young woman sitting on a bench about ten yards from me, phone flat on her knees, she facing not it but staring across to a train standing about fifty yards away with its Diesel engines idling fast and very loudly.
She was gabbling away loudly and almost non-stop, I think in Italian or Spanish, and I could hear the woman to whom she was speaking was barely able to get a word in sideways.
I thought, "I hope she's not going to be on my train!"
